The Commission proposed that the suspension of import duties and quotas on Ukrainian exports to Europe – also known as the Autonomous Trade Measures, (ATMs), be renewed for another year. This is an extension of the EU’s unwavering support of Ukraine’s economy. It helps to alleviate the difficulties faced by Ukrainian exporters and producers due to Russia’s unprovoked, unjustified military aggression.
While the main purpose of ATMs is to assist Ukraine, the measures also take into account EU industry concerns. The renewed ATMs include an expedited safeguard mechanism that protects the Union market in the event of an increase in the imports from Ukraine of certain agricultural products in 2022.
Next steps
With a view towards ensuring seamless transition between the existing ATM regime and the new one, the European Parliament will be reviewing the proposal.
Background
Since 4 June 2022, ATMs have had an impact on Ukraine’s trade with the EU. The ATMs together with the Solidarity Lanes have made sure that trade flows between Ukraine and the EU have remained remarkable stable in 2022, despite disruptions caused during the war and against the overall trend of a sharp decrease in Ukraine’s trade.
The ATMs are unilateral and temporary in nature and significantly expand the scope of tariff liberalisation in the EU-Ukraine Deep and Comprehensive Free Trade Area. They suspend all outstanding duties and contingents as well as duties on antidumping and safeguard measures for Ukrainian imports in Ukraine’s hour of greatest need.
